European Structural Funds are not only for public bodies — SMEs can access significant ESF+ and ERDF co-financing for training, digitalisation, energy efficiency and market expansion. We explain the national programme pathways most accessible to private businesses.

European Structural Funds — chiefly the European Social Fund Plus (ESF+) and the European Regional Development Fund (ERDF) — are most commonly associated with public infrastructure and social programmes. However, a substantial share of these funds is channelled through national and regional operational programmes specifically designed to support private businesses, particularly SMEs, in training, digitalisation, energy efficiency and market expansion.

ESF+ vs. ERDF: What Each Fund Actually Supports

  • ESF+ (European Social Fund Plus) — funds workforce upskilling and reskilling, employment support schemes, social inclusion measures, and vocational training co-designed with employers
  • ERDF (European Regional Development Fund) — funds SME competitiveness, digitalisation of business processes, R&D infrastructure investment, energy efficiency retrofits, and support for innovation ecosystems

How SMEs Actually Access These Funds

Unlike Horizon Europe or LIFE, Structural Funds are not managed centrally by the European Commission. They are allocated to EU Member States, which design their own national or regional Operational Programmes (OPs) specifying eligible activities, budgets and application windows. This means the practical access route for an SME is almost always through a national managing authority — in Greece, this includes programmes administered under the National Strategic Reference Framework (ESPA) 2021–2027.

Because Structural Funds are nationally managed, calls, deadlines and co-financing rates vary significantly by Member State and region. A guide written for one country's programme will not transfer directly to another — always verify eligibility against the specific national or regional call text.

  • Digital transformation vouchers — co-financing for ERP systems, e-commerce platforms, cybersecurity upgrades
  • Workforce training grants — co-financed employee upskilling in digital skills, green skills, and management capacity

Key Steps to Prepare a Competitive Application

  • Identify the specific national/regional Operational Programme and managing authority relevant to your business location and sector
  • Confirm your SME status and any sector exclusions (some schemes exclude certain NACE codes)
  • Prepare a clear business case linking the investment to measurable outcomes (jobs created, energy savings, digital maturity increase)
  • Gather co-financing proof and, where applicable, state aid compliance documentation (de minimis thresholds are frequently applicable)
  • Submit within the specific national call window — most ESF+/ERDF calls operate on rolling or periodic windows rather than a single annual deadline
